Commandment: there are no commandments!
There is no one right way to use Twitter.

In General:
  • give credit to good content - retweet or say "via @soandso"
  • caveat: in general don't retweet people with private accounts unless you know they are OK with it
  • think of your readers: do they speak txt by default?  If not, then spell things out, use proper punctuation.
  • if your idea needs more than one tweet, indicate that each tweet is part of a group, with something like (cont) or (1/3) so that people reading "down" know there's more to the story.
  • it is OK to lurk and to not follow people back from a personal account
  • if you make your account private, be prepared to not have people follow you
  • don't get bent out of shape if people don't read everything you post.
Try to Avoid:
  • doing nothing but complaining / venting
  • using Twitter just to promote your blog
