Twitter lists can be used to organize the people you follow.
You can make public lists and private ones.
Looking at other peoples' public lists is a good way to find people you might want to follow.
You can also see who has put you on their public lists.

To create a list, click "New List" in Twitter Website, or go to the page of folks you follow and add them to lists from there.
